How we work

Need Triggers Action, Not Committees

Backed by real programme and PMO infrastructure, not an informal workaround.

We establish production in foreign countries in support of national security, in three ways.

  1. Establishment advisory. We advise the company that owns the product on establishing production in a third country. The company keeps control.
  2. Licensed production. A company in the country produces under licence from the owner.
  3. Joint venture production. The owner and a partner in the country produce together.

Any of the three can be done in cooperation with a national leadership seeking Sovereign Capability in specific military or operational equipment.

Most clients start by buying proven systems through procurement; whether to build follows at the outset or after a test period, decided on the evidence.

What we are, precisely

Programme Delivery Partner and Secretariat

On a capability programme we act as the appointed delivery partner and secretariat: qualifying and managing suppliers, running development and industrialisation milestones, designing the data architecture that connects operational feedback to redesign, and assembling the evidence a procurement or investment decision needs. We hold design authority over the programme model, not over your product.

Where it matters most: the client contracts directly with the verified technology owner or manufacturer. We are retained across the life of that contract to preserve continuity and accountability, not inserted into the middle of it.

And separately, product and kit

We also hold distribution and representation mandates for specific equipment, where our job is straightforward: supply the right kit, licensed and documented, on time. That work is contracted and governed separately from programme delivery, and any interest we hold in a system we represent is declared in writing before commercial discussion.

Declarations and governance →
Not this Not a prime contractor bidding against your suppliers. Not a technical authority over products outside our own track. Not a broker taking a position in the middle of a transaction.
Trigger

A real requirement

Engagements begin from an operational need with an owner behind it, not from a pipeline review.

Commitment

Full, once engaged

We take a small number of engagements and resource them properly. Partial attention is declined, not sold.

Infrastructure

Programme and PMO

Real programme governance, documentation and reporting sit behind the work from day one.

Two Delivery Models

A lightweight model for single-partner, mechanically-scoped innovation. A standards-grade model, with full change control, for multi-system integration with primes.

Model 01, lightweight

Single partner, fast-moving innovation

A small team, direct decision rights, short reporting lines, where one manufacturer or founder needs to reach a market or a user quickly.

Weeks, not quarters, to first placement One accountable Optio lead Documentation sized to the decision
Model 02, standards-grade

Complex multi-system integration with primes

Full programme rigour: configuration and change control, standards and codification evidence, qualification support, formal interfaces with primes and national authorities.

PMO-led governance and reporting Standards, codification and audit trail Multi-stakeholder integration management

Commercial terms

Fees are priced on milestones, deliverables and effect, never on time. Our margin comes from speed and cost reduction, not from duration. Fees, mandates and any success-based element are set privately, in writing, per engagement. We do not publish rate cards, and we do not take equity in founder companies as a condition of working together.

Commercial basis

We Price Capability, Not Boxes

Our emphasis is stood-up capability, not unit sales. Anyone can move product. What we are paid for is the outcome around it: the right system chosen from a portfolio of technologies rather than one principal's catalogue, and kept current in service by the operational feedback loop that runs through everything we represent.

Every engagement carries an upfront fee. It funds what starts on day one (counterparty screening, export-control groundwork, programme governance), none of which can responsibly wait for a success payment. Success-based terms are agreed on top, not instead.

We do not work on contingency, and we do not take hidden margin on product. The full structure (retainer, milestones, success terms) is agreed in writing before work begins.

Founder-led innovation

We Scale Invention. We Don't Take It.

No forced role-change, no equity capture, you keep doing the work only you can do.

Optio scales innovators through a service and portfolio layer. The commercial, industrial and administrative load moves to us; the invention and the inventor stay where they are.

What Optio takes on Market access, representation, standards and codification, capital introductions, production partners.
What stays with you Ownership, technical direction, your team, your name on the product.
Never Acquisition, forced role change, or exclusivity that closes your other options.

Commercial terms

Set privately, in writing, per engagement, never as equity in your company, and never as a condition that changes your role. We do not publish rate cards.
